International Report Holds Special Significance for GCC Region Where Spending on Learning Technology is Some of the Highest in the World.

Launch of New Report to assist Educators in Selecting Learning Technology
Dubai, UAE, 14 August 2013 – Pearson, the world’s leading education company, has announced the publication of a new report, known as Alive in the Swamp, which gives practical advice on how to make more informed, evidence-based decisions when selecting learning technology.  The report comes as governments in the UAE, Saudi Arabia and Qatar continue to spend millions of US dollars on digital learning solutions. The release of the new report and evaluation index will help maximise this investment.
The Alive in the Swamp report contains an Index, which allows for systematic evaluation of new digital innovations. Under the Index, learning technologies are assessed along three criteria: the effectiveness of the learning technology’s pedagogy; its ability to activate real and lasting system change; and the accessibility and usability of the technology itself.
The Report and Index hold special relevance for the Gulf region, where government expenditure on digital learning is some of the highest in the world. The UAE Government’s ambition of paperless classrooms is being achieved through programmes such as the Federal Higher Education Mobile Learning Initiative, which was launched in September 2012 at a cost estimated to exceed AED50 million.
And while the large number of new learning technologies available in the region has presented both education ministries and schools with unprecedented choice, it has also made it more difficult to determine which of these tools will have the biggest impact on the learning outcomes of students. The Index and Report will allow education agencies, as well as primary and secondary schools, to decide what technology to invest in and when.
The release of Alive in the Swamp is timely, as recent international research indicates that educational technology is often being used to support existing teaching practices regardless of their efficacy, rather than helping to positively transform teaching and learning.
Sir Michael Barber, who acted as an education advisor to the former British Prime Minister, Tony Blair, noted this trend in his forward to the Alive in the Swamp report, saying:
“The future will not belong to those who focus on technology alone but to those who place it in the wider context of what we know about maximising learning and realising system impact. This report helps advance that goal.”
Pearson’s Katelyn Donnelly, who co-authored the report with Michael Fullan agrees, saying:
“Technology has huge potential for strengthening and deepening what we can learn. However, given the breadth of digital learning products available in the market, it is often difficult to determine which products will have the greatest tangible benefits for schools and students. In a time of unprecedented digital innovation this Index will add clarity to the digital learning field. The Index is accessible and simple to use, allowing educators to employ it to select those digital learning tools that have proven efficacy”.
By identifying gaps in the digital education market, it is also hoped that the Index will lead to producers of learning technology creating products that are more effective in generating improved outcomes for students. Ms Donnelly says:
“We are confident that one of the outcomes Alive in the Swamp will be a drive to improve digital education products and how they are delivered. The Index has highlighted where innovation gaps exist, so we are hoping entrepreneurs will take up the challenge of creating new products that fill these holes in the market, and ultimately improve the quality of the learning technology available in the Gulf region and all around the world”.

HBMeU’s Board of Governors looks into preparations to receive first batch of Ph.D. learners

Board discusses 2013/2014 Ph.D. program and addresses initiatives promoting Dubai as the world’s Islamic economy capital
UAE, July 31st, 2013 As part of its efforts to enhance the quality of knowledge, the Board of Governors of Hamdan Bin Mohammed e-University (HBMeU) recently concluded its fourth annual meeting for the academic year 2012/2013. The meeting agenda included reviewing the minutes of the previous meeting and addressing a number of key topics related to the initiatives that support Dubai’s transformation into the world’s Islamic economy capital, while discussing the Ph.D. programs to be launched by the beginning of the coming academic year 2013/2014. The introduction of the Ph.D. programs complements efforts to foster e-learning excellence through contemporary scientific research, academic and intellectual work and dissemination of modern knowledge.

The Board of Governors examined in detail the mechanisms to be used for the application of the Ph.D. programs in three key areas of learning – Ph.D. in Total Quality Management, Ph.D. in e-Education – Educational Leadership, and Ph.D. in Health and Environmental Studies – Healthcare Management. The three programs will include 14 out of 120 learners who will be selected after a series of written and oral examinations.  
The Board commended the efforts of HBMeU towards supporting strategic growth through the launch of high-level intellectual, academic and research initiatives, emphasising that the Ph.D. dissertations will cover various research topics that support the strategic objectives of UAE Vision 2021, including the Challenges of Unemployment among Emiratis from a Scientific Perspective, Theory of Effective National Government Excellence Program, Scale of Quality of Knowledge across Government Entities in the UAE, Smart Application of Information Technology, Towards a First-Class Healthcare Management in UAE, and About Technical and Vocational Learning: Incentives and Disincentives.
The meeting further underlined HBMeU’s quality initiatives that support Dubai as the world’s Islamic economy capital, in line with the announcement made by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. The attendees also spoke about the University’s plans to encourage research studies in banking, Islamic finance and HR development to address the needs of the Islamic economy.
H.E. Lieutenant General Dahi Khalfan Tamim, Dubai Police Chief and Chairman of HBMeU’s Board of Governors, said that the Board is keen to adopt the best initiatives that support efforts to promote the University as a leader in the field of e-learning and distance learning in the Arab World. “Adopting the three Ph.D. programmes in line with the terms and conditions of the Commission for Academic Accreditation of the UAE Ministry of Higher Education and Scientific Research, is crucial to strengthening the knowledge-based society and raising the bar on e-learning as per the best international practices,” he added.
Lt. General Dahi Khalfan further pointed out that HBMeU is committed to helping learners in their Ph.D. dissertations to promote social and economic development, in line with the UAE Vision 2021, reaffirming that the University looks forward to ensuring the implementation of its initiatives to promote its position as the first choice academic institution in the Arab World.

Dubai, UAE, June 9, 2013 – Hamdan Bin Mohammed e-University (HBMeU) recently celebrated the launch of a book authored by Dr. Ibrahim Mahmood Bin AbdulRahman, HBMeU Vice-Chancellor, entitled “Dimensions of Money Laundering”. Published by Lambert Academic Publishing (LAP), the book is of particular importance as it represents as an in-depth research aimed at enriching the learning process and promoting knowledge awareness by shedding light on the economic, social, security and strategic dimensions of money laundering which represents a real threat to global economic development and related policies.

The English-language book discusses money laundering from an analytical perspective based on qualitative research to integrate western methodologies on one hand and the current Middle East data on the other. In his new book, Dr. Ibrahim Mahmood Bin AbdulRahman sheds light on the concept of knowledge development related to money laundering, which is radically different from other knowledge development methodologies adopted by Western countries, as it goes beyond the typical learning module to reach a higher level of expertise integration and therefore leads to development of comprehensive knowledge.

HBMeU launches ‘e-Learning Best Practices Forum’ to recognize excellence in cultivating high-quality learning

[UAE, June 8, 2013] – Hamdan Bin Mohammed e-University (HBMeU), conducted recently the “e-Learning Best Practices Forum” as part of on-going initiatives to support and encourage the implementation and improvement of e-learning practices in the Arab world. The announcement of the “Best Practice Award” served as the highlight of the inaugural edition of the e-Learning Best Practices Forum, recognizing educational or corporate institutions that have achieved excellence in creating a technology-enhanced learning environment.
Organized under the theme “Adding Value to Customers”, the inaugural edition of the e-Learning Best Practices Forum was attended by leading personalities in the field of e-learning, including H.E. Lieutenant General Dahi Khalfan Tamim, Dubai Police Chief and Chairman of HBMeU’s Board of Governors. The Forum endorsed by the European Learning Industry Group (ELIG), Swiss Center for Innovation and Learning (SCIL) and the International Council for Open and Distance Education (ICDE).

Dubai Business Women Council, Zayed University inaugurate ‘Emirati Young Women Entrepreneur Leadership Forum.

Forum part of broader initiative by DBWC to empower young women in the UAE

Social Online Learning under the spotlight at Digital Media Forum 2013
[UAE, May 28, 2013]As part of its commitment to achieve a radical change in education, which is a key component of the UAE Vision 2021, Hamdan Bin Mohammed e-University (HBMeU) recently participated in the second annual Digital Media Forum (DMF), the region’s first-of-its-kind conference which was held in Dubai with the participation of high-profile international figures from digital media and social networking. HBMeU Chancellor Dr. Mansoor Al Awar joined some of the leading regional and international experts and professionals to discuss the latest industry trends and exchange knowledge and expertise to help raise the bar of excellence in digital media.

Dr. Al Awar delivered a detailed presentation on the University’s social online learning initiative; Cloud Campus, which serves as the Middle East’s first-ever e-learning platform based on Facebook. Talking about the platform’s operating mechanism, Dr. Al Awar explained that the initiative provides e-learning services through the learner’s personal account on Facebook, under the highest standards of excellence and quality to reach a larger segment of learners in the Arab world and allow them direct access to Arabic online content to help create positive changes in local communities.

Dubai Maritime City Authority and Dubai Police launch student awareness initiative on maritime safety in summer.

Initiative aims to regulate use of jet skis and life jackets, as part of efforts to promote maritime safety

As part of its strategic and ongoing collaboration with Dubai Police, Dubai Maritime City Authority (DMCA), the government authority charged with regulating, coordinating and supervising all aspects of the maritime sector in Dubai, has announced the launch of a new student-oriented initiative to increase awareness on best practices for the use of jet skis. The move complements DMCA’s strong efforts to promote maritime safety across Dubai’s waters.

The launch of the latest initiative is in the framework of the Maritime Authority’s efforts to organize the operations of jetskis and to ensure the highest levels of maritime safety, particularly during summer, when there is a surge in marine sports.
The initiative is based on an integrated approach through which school and university students are introduced to the latest regulations and procedures for use of jet skis to guarantee the highest levels of personal safety, with a particular focus on the use of life jackets. A group of experts from Dubai Ports Police will be delivering a series of lectures on safety standards and optimal use of life jackets to ensure safe usage of jet skis.

Major-General Abdullah Al Mazuod, Manager of Ports Center, Dubai Ports Police, said: “The new initiative is poised to increase student awareness on the proper use of safety equipment and the importance of abiding by the traffic and maneuver management rules, operating and anchoring areas and the precautionary measures to avoid accidents. This move is part of an integrated strategy aimed at regulating random water sports in line with best international practices through developing industry regulations and guidelines to reduce human and material damage while also promoting maritime safety standards to create a safe and ideal maritime environment to practice all kinds of water sports.”
“We commended DMCA for their continuous efforts to develop regulations governing water sports and introduce leading initiatives to promote maritime safety in Dubai. He further underlined the new student awareness initiative as a step forward to meet common goals of improving maritime safety and protecting lives, the environment and operating facilities. “We look forward to building on the cooperation with DMCA to benefit national interests and protect maritime facilities in Dubai”, Al Mazuod added.
Ali Al Daboos, Executive Director of Operations, DMCA, said: “The new awareness initiative is crucial as it targets young students from schools, universities and colleges who represent the largest segment of jet ski users, especially during summer when this water sport sees maximum popularity across Dubai’s coastline. New rules have recently been issued concerning the use of jet skis, which include 300-metre buffer zones imposed around three Dubai beaches at Dubai Marina, Umm Suqeim 1 and 2 and Jumeirah 2 and 3 to keep jet skis out of swimming areas. This is the result of DMCA’s mutual cooperation and ongoing collaboration with Dubai Municipality, Dubai Police and other relevant parties.
